Thomas J. O'Loughlin, Attorney

Attorney O’Loughlin served as a Chief of Police for 33 years and as a police official for 42 years.  He has been a member of the Massachusetts Bar since 1990.  He has served on numerous commissions related to the Department of Children and Families (DCF), 9-1-1, Child Fatality Review, Opioid Addiction and Civil Rights.  Attorney O’Loughlin is also a Justice of the Peace, Commissioner to Administer Oaths of Office and a Notary Public.

 

Attorney O’Loughlin has been retained to assist and advise cities and towns in firearms licensing matters, budget matters, labor matters, internal investigations, and the selection of police chiefs. In addition, Attorney O’Loughlin has been hired as a consultant on governmental operations and mentoring of newly appointed police chiefs.

 

Attorney O’Loughlin served as President of the Massachusetts Chiefs of Police Association and he and Attorney Horn created and developed the Central Massachusetts Law Enforcement Council and the CEMLEC Reconstruction/Motor Vehicle Fatality Rapid Response Team.

Attorney O'Loughlin earned his BS in Criminal Justice from Boston State College in 1978 and his juris doctorate from New England School of Law in 1990. 

Attorney O'Loughlin was honored as the 2019 Milfordian of the year as a warm send-off for the commendable service to his town. 

 

Ernest H. Horn, Attorney

Attorney Horn has spent the last 30 years in law enforcement, rising through the ranks as Detective, Lieutenant, Chief of Police, and finally, Public Safety Director.  During his time as a police officer, he has had the opportunity to testify as an expert in a variety of areas. 

 

Attorney Horn has been retained to assist cities and towns in budget matters, labor matters, internal investigations. Attorney Horn has been hired as a consultant on governmental operations including police operations, fire department operations and overall operational readiness.

Attorney Horn is the past president of the Central Massachusetts Law Enforcement Council, the previous Control Officer for the Central Massachusetts Law Enforcement Council Motor Vehicle Fatality Rapid Response Team, and previously served as the co-chairman of the Blackstone Valley Major Crimes Task Force Unit.

Attorney Horn received his undergraduate degree from Western New England University ,where he graduated magna cum laude. He received his juris doctorate from the Massachusetts School of Law, where he received two consecutive CALI Citations for academic excellence.

Attorney Horn also received the distinguished public service award from the Massachusetts School of Law for his 30 years of public service.
